Green-e® Thailand Market Appendix Questionnaire

Thank you for participating in this Green-e® Thailand Market Appendix Questionnaire. Center for Resource Solutions (CRS), the NGO that administers the Green-e® programs,  greatly values your feedback and knowledge of the Thailand renewable energy market.  Your feedback and input will help CRS offer Green-e® certification of qualifying renewable electricity and Energy Attribute Certificate sales made in Thailand, by developing a Thailand Market Appendix to the Green-e® Renewable Electricity Standard for International Certification (the International Standard).

Participant Information

Please fill out your name and contact information below.

Below is a list of specific questions CRS has compiled that pertain to specific sections of the Market Appendix. At the end of this questionnaire there will be a space for you to share any other feedback you may have on the Market Appendix.

Question 3: CRS would like your opinion on whether Green-e® certification should be available for Renewable Electricity Products (products where electricity and renewable energy attributes are delivered together, as a single product or electricity supply contract) that are offered by the following electricity provider types.  Please include any reasons for your choice. (This question relates to Section ll.B of the International Standard).

Question 4: CRS understands that the National Energy Policy Council (NEPC) of Thailand recently approved a pilot project for Direct Power Purchase Agreements via Third-Party Access System (TAS). (This question relates to Section ll.A and ll.B of the International Standard)

We would like to know more about the structure of this procurement method, specifically:

5. Is this a procurement of attributes:

Question 5: Are any of the following renewable energy attribute procurement types common in Thailand, or are they likely to be available in the next few years? (This question relates to Section ll.B of the International Standard)

Question 6: CRS would like to clarify the timeline for the foundation of the voluntary REC market in Thailand.  We have found that the first voluntary REC sale occurred in 2016.   Green-e® program criteria limit the age of eligible generators to the year that a voluntary renewable energy market first existed.  As currently written, the Thailand Market Appendix only allows electricity and RECs from generators that first came online in 2016 or later. (This question relates to Section III.C of the International Standard)

Question 7: We are aware of Thailand’s Voluntary Emission Reduction Program and the upcoming cap-and-trade program for carbon emissions.  We are specifically interested in learning how these programs interact with renewable energy certificate (REC) generation and the mechanisms involved to avoid the double counting of carbon credits and RECs. As currently written, the Thailand Market Appendix will require generators participating in Thailand’s Voluntary Emissions Reduction Program to provide documentation from Thailand Greenhouse Gas Management Organization, in order to demonstrate that its generation maintained its full avoided carbon value and that carbon credits were not issued during the same time of generation.  (This question relates to Section lV.A.2 of the International Standard) If you are connected to either of these programs or have knowledge about these schemes, we  would be very interested in talking with you further and receiving any comments you have below.

Question 8: Only the following types of renewable resources are eligible to be used in Green-e® certified Renewable Energy Product in Thailand: Solar, including photovoltaic and solar thermal electric, Wind and Geothermal.  If you feel that an additional renewable resource should be included as an eligible resource that is not currently listed, please comment below including the resource type, justification and reasoning behind your opinion. (This question relates to Section III.A of the International Standard)
